[redacted] backed up and put his hands in the air. He turned and grabbed onto a fence. Sgt. Leudesdorff and PO Matzinger grabbed and twisted [redacted]'s legs in an attempt to handcuff him (Allegations A and B).\n\nMeanwhile, [redacted] asked PO Andujar for her name and shield number, but she did not provide it (Allegation C). PO Giovanniello struck [redacted]'s neck with his arm, causing him to fall to the ground (Allegation D). He struck his face on the ground. PO Giovanniello stepped on [redacted]'s hand and kicked his back (Allegation E). PO Matzinger punched [redacted] on his forehead (Allegation F). PO Andujar then stepped on [redacted]'s neck (Allegation F).
