Shortly after arriving at the location, [redacted] exited [redacted] vehicle and urinated in the street. When [redacted] moved to the sidewalk and began to unlock his bicycle, which he had chained to a signpost earlier that day, someone grabbed [redacted] from behind, prompting him to turn around in an attempt to defend himself. The individual, who [redacted] recognized from his uniform as a police officer, grabbed the chain from [redacted] hand as another officer punched him once in the right temple, causing him to immediately lose consciousness. Though he was unsure as to what else transpired at the location, [redacted] alleged that the officers who grabbed his chain and punched him, later identified as PO Steven Hong and PO Benajamin Cui respectively, used further force against him.
