The store clerk called 911 and Officer Flavio Rodriguez and an unidentified Hispanic male officer responded to the location. [redacted] alleged that PO Rodriguez approached him and without identifying himself as an officer instructed [redacted] to remove his hands from his pockets. PO Rodriguez then went into [redacted] Is two jacket pockets, two sweatshirt pockets and four pant pockets (Allegation A). [redacted] protested the search at which time PO Rodriguez grabbed [redacted] by the left shoulder area of his sweatshirt and pulled him outside of the store (Allegation B), searched him a second time and handcuffed him.
