[redacted] observed a patrol car driving down the block and he quickly entered his house because he had a beer in his hand. His friends stayed outside. [redacted] stated that PO Javier Velez entered the house, pointed his gun at him, and allegedly told him, \"Motherfucker stop there\" (allegations A and B). PO Velez moved up the stairs and attempted to grab [redacted]'s hands. [redacted] jerked his hands away and PO Velez allegedly started punching [redacted] (allegation C). [redacted]'s wife, [redacted] came out of their apartment and tried to grab PO Velez's hands. PO Velez allegedly told her, \"Get out of here bitch,\" and pushed her away (allegations D and E).
