[redacted] did not cooperate with the instructions that the officers issued. PO Herndon attempted to place her under arrest and grabbed [redacted] arm (Allegation A). [redacted] resisted arrest. PO Rodriguez allegedly assisted by placing his arm around [redacted] neck and pulled her backward (Allegation B). PO Herndon pulled on [redacted] arm to pull her off the bench (Allegation A). Either PO Herndon or PO Rodriguez handcuffed [redacted] PO Herndon threw [redacted] younger sister, [redacted] to the ground (Allegation C). An unidentified officer allegedly took [redacted] by her handcuffs and pushed her into a fence (Allegation D).\n\nAt an unknown time on September 1, 2006 [redacted] went to [redacted] at [redacted] in the Bronx. [redacted] is [redacted] mother and went to the emergency room area of [redacted] to speak to the medical personnel attending to her daughter. [redacted] was also present.
