At the same time, [redacted] and [redacted] entered [redacted] in the same housing complex, and proceeded to an apartment immediately adjacent to the side door of the building. As [redacted] and [redacted] waited for [redacted]'s brother to open the door, PO Christopher Kirch and PO Paul Insauto, entered via the side door and stopped, frisked and searched [redacted] and [redacted] (Allegations A, B, C and D) [redacted]. Both [redacted] and [redacted] attempted to stop the officers from reaching into their pockets. PO Insauto stopped searching [redacted] and frisked the area of his waistband. PO Kirch, on the other hand, placed [redacted] against the wall, continued searching his pockets and placed him under arrest. As PO Insauto and PO Kirch brought [redacted] out of the building, an unidentified individual approached and PO Insauto grabbed him by the shirt and pushed him up against a wall. (Allegation E) Outside the building, other officers were present as well and as [redacted] and [redacted]'s brother, [redacted] walked behind one of them, the officer turned around, raised his extended asp in the air and told them to step back (Allegation F).
