PO Chen searched [redacted] while PO Daniels searched the bags he was carrying. PO Chen and PO Daniels then pushed [redacted] to the ground, and PO Chen landed on [redacted] s right ankle (Allegations B and C). As PO Chen placed [redacted] under arrest, PO Daniels sprayed him with pepper spray (Allegation D).
