He was pulled over by a marked patrol car between 65th Street and 64th Street on 8th Avenue (Allegation A). PO Qamar Zaman from the 68th Precinct approached the car and asked [redacted] for his license, registration, and insurance. PO Zaman asked [redacted] if he had been wearing his seatbelt, to which [redacted] responded \"yes.\" PO Zaman left [redacted] Is vehicle and returned to his patrol car. When PO Zaman returned to [redacted] Is vehicle he handed him a summons for not wearing a seatbelt. [redacted] asked PO Zaman why he had asked him if he had been wearing a seatbelt if he was going to write a summons anyway. PO Zaman then allegedly responded, \"Do you want to be a smart ass?\" (Allegation B). [redacted] told PO Zaman that he thought that he should have better things to do than stop him for not wearing a seatbelt. PO Zaman told [redacted] that he could challenge his summons in court and handed him the summons, his license, and his registration. PO Zaman left [redacted] Is car and went back to his patrol car. [redacted] pulled back onto the street.\n\nWithin about 30 seconds, PO Zaman pulled over [redacted] a second time (Allegation C). PO Zaman approached [redacted] Is vehicle and asked him for his license and registration and asked [redacted] why he was driving in a reckless manner.
