At approximately 1:07 a.m., Det. Christopher Williams and Det. Keith Connelly of the Emergency Services Unit (ESU) responded to the stationhouse on a report of an emotionally disturbed person. [redacted] alleged that one of the two ESU officers told him that if he did not comply with his orders, that he would be tased (Allegation B). [redacted] alleged that he was placed inside of a restraint bag face-down on the floor in the holding cells area and Det. Williams and Det. Connelly stood on top of his buttocks and shoulder blades which caused him to not be able to breathe (Allegations C and D).
