During his interaction with officers, [redacted] stated that PO Almanzar was screaming and asked for [redacted]'s license and registration. PO Almanzar then walked over to [redacted]'s side of the car and [redacted] opened the door to step out. PO Almanzar then cuffed his left wrist and it took less than a minute to place [redacted] in handcuffs. While [redacted] was standing by the side of the car, PO Almanzar searched the inside of the vehicle and retrieved [redacted]'s wallet which he had left on the middle console.
