The officers detained him and asked for identification. A Transit Bureau officer, Ramon Maldonado approached and handcuffed the man. The officers checked as to whether the man had any open warrants and released him when they determined that he did not.\n\nThe man claimed that Officer Maldonado cursed at him and that when he asked for names and badge numbers, Officer Maldonado walked away. The MTA video of the incident showed that he had not been gesturing for a swipe. The paper on which he had written down the names and badge numbers showed that he had the other officers' information but not Officer Maldonados.\n\nThe CCRB found that the stop was improper, and that Officer Maldonado had failed to provide his shield number and spoken discourteously.
