[redacted] handed his license to PO Lomba who returned with four summonses after fifteen minutes. [redacted] informed PO Lomba that he was not doing his job correctly and PO Lomba said, \"Yeah right, you dumb asshole,\" (Allegation A). [redacted] responded by displaying his middle finger to PO Lomba as PO Lomba was driving away. In response, PO Lomba stopped his car, approached [redacted] demanded his license a second time and wrote [redacted] nine additional summonses for violations relating to his vehicle (Allegation B).
