An officer used physical force and pepper spray against [redacted] (Allegations C and D). PO Lyndon Providence used a chokehold against [redacted] thereby restricting his breathing, and used physical force against him (Allegations E, F and G). At the TD 30 stationhouse, PO Providence used physical force against and spoke discourteously to [redacted] (Allegations H and I). PO Providence damaged [redacted]s property and threatened him with the use of force (Allegations J and K). Lt. Timothy Harrington threatened [redacted] with the use of force (Allegation L). PO Thomas Marksberry spoke discourteously to [redacted] (Allegation M). Lt.
