[redacted] who was a bystander, attempted to film the incident on a cell phone. PO Munoz approached [redacted] and, with the help of PO Edwin Florez and PO Daniel Cross, both of the 34th Precinct at the time of the incident, handcuffed [redacted] in order to physically prevent him from recording the incident (Allegations B, C and D). [redacted] was then placed into the back of the officers' police vehicle.
