After a bag of illegally purchased Oxycodone was removed from [redacted]'s pocket, he attempted to flee. He was brought to the ground by officers, at which point Det Reich and Det Moyer allegedly punched, kneed, and kicked [redacted] (Allegation A and B). While placing [redacted] under arrest, Det Moyer pepper sprayed [redacted] (Allegation C).
