Three plainclothes officers were inside of the unmarked police vehicle: PO Raymond Higgins, PO Hugh Herbert, and PO Travis Alexander.\n[redacted] alleged that after complying with an instruction to step out of his vehicle, PO Higgins immediately frisked his entire body (Allegation A).
