Their vehicle was stopped by PO Lukasz Banach (Allegation A). During the car stop, [redacted] exited her vehicle to smoke and record the officers with her phone. PO Banach threatened to arrest [redacted] for obstructing governmental administration because she was yelling, moving closer to the car, and refused to step away (Allegation B). While [redacted] was still recording the incident with her phone, PO Cesar Reyes exited his vehicle and placed [redacted] under arrest (Allegation C, Allegation D). While she was being handcuffed, PO Reyes pushed [redacted] against the police car (Allegation E). When [redacted] was being placed in the back of the police car, PO Reyes allegedly grabbed [redacted]'s neck and pushed her into the backseat (Allegation F). While she was in the back of the car, PO Reyes allegedly said [redacted] was \"acting like a savage\" (Allegation G). [redacted] submitted video recorded by [redacted] during this incident. [redacted] was arrested for obstructing governmental administration and was released with a summons for disorderly conduct after she arrived at the stationhouse.
