Ching allegedly kicked [redacted]'s front bumper and struck his driver's side window with his fist (Allegation B). In response to [redacted]'s request for Sgt. Ching's name and shield number, Sgt. Ching allegedly refused to provide them (Allegation C).\n\nAfter [redacted] was removed from his vehicle, PO Anthony Donato of the 46th Precinct frisked him (Allegation D). Sgt.
