James Delumen, Det. Luis Campana, and Det. Fawad Khan, all from Brooklyn North Narcotics, stopped [redacted]s car in the vicinity of East New York Avenue and Sackman Street in Brooklyn (Allegations A through C).\n\nOnce the officers reached [redacted]s car, [redacted] proactively reached toward his rear pants pocket to remove his identification. Det. Delumen allegedly pointed his gun at [redacted] and said something to the effect of, \"Do you want me to blow your fucking brains out?\" (Allegations D through F) [redacted] was ordered to exit his vehicle and when he complied, Det. Delumen asked for his identification. As [redacted] again reached for his rear pants pocket, Det. Delumen allegedly pointed his gun at [redacted] said \"Don't make me blow your fucking brains out\" and ordered him to \"do it slowly\" (within Allegations D through F).\n\nDet. Delumen allegedly frisked and searched [redacted]s pockets (Allegations G and H) before ordering him to \"Sit the fuck on the bumper\" (within Allegation F). Det. Campana then allegedly asked [redacted] whether there were any drugs in [redacted]s car (Allegation I). Ten to fifteen minutes into this incident, Det. Delumen told [redacted] to use his signals next time and to have a nice day before he and the other officers left the scene.\n\nThis case was delayed due to issues identifying officers and the DEA's refusal to participate in CCRB interviews in February of 2016.","id":201510456,"url":"https://www.50-a.org/complaint/201510456"}
