PO Cesarski informed [redacted] that only the officer who prepared the report could change it and that a supervisor would not be on duty until 8:00 A.M., and allegedly refused to provide her shield number to [redacted] (Allegation A). At around 8:00 A.M., [redacted] called back the 73rd Precinct to speak to a supervisor regarding her accident report and was connected with LT Wick. LT Wick allegedly did not provide [redacted] the opportunity to speak and slammed the phone down on her (Allegation B).
