Det. McNulty allegedly searched the shelves and papers behind the counter to find evidence of untaxed cigarette sales (Allegation C). Det. McNulty uncovered several NYS Benefits cards on the counter during his search and allegedly threatened to arrest [redacted] for being in possession of the cards (Allegation D). Det.
