[redacted] her husband, [redacted] and her brother-in-law, [redacted] gathered at the scene. [redacted] filmed a portion of this incident on her cell phone. When [redacted] asked why [redacted] had been stopped, PO Sanchez allegedly told [redacted] \"I don't need to tell you shit\" (Allegation C).\n\nLt. Meyer arrested [redacted] for disorderly conduct: obstructing traffic and resisting arrest (Allegation D) (BR 02). In the course of effecting this arrest, Lt. Meyer and PO Sanchez brought [redacted] to the ground (Allegations E and F). Once on the ground, Lt. Meyer allegedly pepper sprayed [redacted] (Allegation G).\n\nPO Sanchez requested additional units to the scene. When they arrived, Lt. Meyer instructed them to arrest [redacted] and [redacted] for obstructing governmental administration (Allegation H) (BR 03-05). Lt. Meyer then told [redacted] to \"shut the fuck up,\" (Allegation I) before pepper spraying [redacted] and [redacted] in quick succession (Allegation J). [redacted] was initially escorted to a private holding cell at the rear of the stationhouse. Officers under the supervision of Lt. Meyer dragged [redacted] on the floor from this private holding cell to the general population holding cell at the front of the stationhouse (Allegation L).\n\n[redacted] requested that officers escort him from the holding cell to the bathroom.
