PO Kreckmann eventually maneuvered his vehicle into a position where he could see [redacted] staring back at him. PO Kreckmann looked at [redacted] sitting inside of her vehicle and mouthed, \"What the fuck are you looking at?\" (Allegation A). [redacted] followed PO Kreckmann as he drove down East Tremont Avenue and she observed PO Kreckmann make a U-turn as she was stopped at another traffic signal. PO Kreckmann drove the police van back towards [redacted] who was still waiting for the traffic signal. PO Kreckmann passed [redacted] in his police van, looked at her, and then stuck his tongue out (Allegation B).
