DTS Pizzarro and PO Dugan left the stationhouse and were canvassing the [redacted] when they saw [redacted] and [redacted] near the lobby of [redacted] and they believed that [redacted] matched the description of the suspect. DTS Pizzarro and PO Dugan stopped [redacted] and [redacted], respectively (Allegations A and B). DTS Pizzarro asked [redacted] if he had anything on him and [redacted] said he had marijuana. [redacted] was subsequently placed under arrest for [redacted]. Meanwhile, PO Dugan allegedly searched [redacted]'s pockets and frisked him (Allegations C and D). A show-up was conducted with [redacted], the victim of the attempted gunpoint robbery, who stated that neither [redacted] nor [redacted] attempted to rob her. [redacted] was placed under arrest, and [redacted] was free to leave the scene. PO Dugan asked [redacted] for his identification so he could prepare a Stop, Question, and Frisk Report. [redacted] allegedly attempted to walk away, however PO Ronald Sanchez of Police Service Area 1 allegedly pushed [redacted] in his chest and told him that he could be taken to the stationhouse for refusing to provide his identification (Allegations E and F). [redacted] handed his bank card to PO Dugan, who took down his information and then released him.
