At approximately 4:30 a.m. PO Ferrara was with Sgt. Stephen Viani, of Patrol Borough Staten Island, when they saw [redacted] again. Sgt. Viani allegedly used force to place [redacted] in handcuffs (Allegation B: Force, [redacted]). While they were waiting for the ambulance to arrive, Sgt.
