PO Glover requested additional units and Police Officer Joseph Napolitano of Highway District Three arrived at the scene. PO Glover issued two summonses to [redacted] one for speeding and one for disobeying a lawful order. While attempting to remove [redacted] from his vehicle, PO Glover removed his can of pepper spray and held it in [redacted]'s face before allegedly asking, \"Do you want to ride the lightning?\" (Allegation A: Abuse of Authority, [redacted]). PO Glover then discharged his pepper spray towards [redacted] (Allegation B: Force, [redacted]). PO Napolitano allegedly punched [redacted]'s left eye (Allegation C: Force, [redacted]). As [redacted] was removed from his vehicle, PO Napolitano allegedly swung his flashlight two times towards [redacted] (Allegation D: Force, [redacted]), striking [redacted] once in the back of the head.
