While reaching inside the vehicle, Sgt. [redacted] recorded the traffic stop with his cell phone, but PO Xavier Fernandez allegedly flashed his flashlight in the frame of [redacted]'s phone, interfering with [redacted]'s ability to record (Allegation D).
