PO VanBrakle told [redacted] to turn her phone off and to stop recording (Allegation A). [redacted] told PO VanBrakle that her phone was not on at that moment and tried to explain the situation. PO VanBrakle told [redacted] that if she did not quiet down, he would have to arrest her (Allegation B).
