PO Keegan and PO [redacted] allegedly grabbed Mr. [redacted]'s shirt and neck, respectively (Allegations D and E: Force, unsubstantiated). Mr. [redacted] ran away from the officers. According to Mr. [redacted], once PO Keegan and PO [redacted] reached him, PO Keegan punched him at least three times on the left side of his face (Allegation F: Force, substantiated). One of the officers patted down Mr. [redacted]'s chest, waist, and legs, then entered both of his front pockets (Allegations G and H: Abuse of Authority, officer unidentified).
