PO Ramirez stated he smelled marijuana and searched the vehicle (Allegation E – Abuse of Authority: [redacted]. Sgt. Michael Whelan and his operator, PO Kristi Skehill from the 46th Precinct arrived at the location and Sgt. Whelan searched the vehicle again (Allegation F - Abuse of Authority: [redacted]. While he was in the vehicle, Sgt. Whelan grabbed [redacted] pack of cigarettes and allegedly crushed it (Allegation G – Abuse of Authority: [redacted].
