Police Officer Hunter and Police Officer Jeanfrancois were on either side of [redacted] and they were trying to pull [redacted]s arms back and up towards his head. The officer to [redacted]s left had his elbow pressed against [redacted]s neck. While he was in a seated position, Police Officer Hunter and Police Officer Jeanfrancois had their knees on [redacted]s neck (Allegation A and B: Force, [redacted]), and Police Officer Jeanfrancois had his arm around [redacted]s neck (Allegation C: Force, [redacted]). After approximately five to ten minutes the officers handcuffed [redacted].\n\nAdditional officers arrived and issued commands to [redacted] her son [redacted] and other unidentiifed individuals in her building who had exited her apartment, that \"If you don't move away, we're going to arrest you\" (Allegation D: Abuse of Authority, [redacted]). An unidentified officer told [redacted] and [redacted] \"Back up or you're going to get arrested (Allegations E and F: Abuse of Authority, [redacted]).\" After [redacted] was taken downstairs by the officers, [redacted] and [redacted] followed. Police Officer Jeanfrancois and Police Officer Omar Rivera of the 67th Precinct escorted [redacted] outside. Police Officer Jeanfrancois told [redacted] to \"Shut the fuck up\" (Allegations G: Discourtesy, [redacted]).\n\n[redacted] was ultimately charged with [redacted].
