EMTs that responded to the scene for [redacted] Is daughter asked for officers to respond as they believed that [redacted] was an emotionally disturbed person (EDP). PO James Amundsen, PO Salvatore Oliveri, PO Peter Evensen, PO Christopher Payne, and Lieutenant Ryan McGuinness of the 123rd Precinct responded to the location. Lt. McGuinness told [redacted] that he had to go to the hospital (Allegation A – Abuse of Authority). [redacted] refused to go to the hospital, and attempted to reenter the house to see his daughter. PO Amundsen, PO Oliveri, PO Evensen, and PO Payne took [redacted] to the ground and placed him into handcuffs (Allegation B – Force, Allegation C - Force, Allegation D - Force). Lt. McGuinness pointed his Taser at [redacted] (Allegation E – Abuse of Authority). After [redacted] was handcuffed, he was rolled onto his side and Lt. McGuinness allegedly kicked him in his back near his kidney area (Allegation F – Force). [redacted] was then sat onto his buttocks and Lt. McGuinness laughed at [redacted] and poked him in the chest repeatedly (Allegation G – Discourtesy). While [redacted] was being wheeled out of the yard on the gurney, Lt.
