May 22, 2018, at approximately 12:30 p.m. [redacted] was with her son [redacted] at [redacted] in the Bronx for a program at the Jewish Board for psychiatric care. [redacted] met with [redacted]s psychiatrist, [redacted] his supervisor, and the manager or owner of the program. Together they decided that [redacted] needed to go to the hospital because he was unstable. [redacted] accepted the doctor's decision to have [redacted] evaluated. They discussed calling the police to escort [redacted] to the hospital. A therapist and the director of the Jewish Board called 911.\n\nPolice Officer Roderick Martin and Police Officer Nicole Longo of the 49th Precinct responded. [redacted] was sitting in a chair in the waiting area when PO Martin arrived and handcuffed [redacted]. [redacted] told Police Officer Martin that he could not breathe because of the handcuffs. [redacted] asked for Police Officer Longo's and Police Officer Martin's names and shield numbers. Neither officer allegedly responded to his request, (Allegations A, B, C and D, Abuse of Authority, [redacted]). Police Officer Martin attempted to frisk [redacted] (Allegation E, Abuse of Authority, [redacted]). The officers took [redacted] to the elevator. Inside of the elevator PO Martin allegedly pushed him and hit him against the wall of the elevator approximately four times (Allegations F, Force, [redacted]).
