After a conversation with the security guard, and Sgt. Francis Clough of the Patrol Borough Queens North; PO Julio Vasquez and PO Jermaine Scott, both of the 109th precinct, and Sgt. Clough and Lt. Mauceli, of Patrol Borough Queens North, grabbed [redacted] brought him down to the ground, and placed him in handcuffs (Allegation A, B, C, D, E: Force, [redacted] ). After making physical contact with [redacted] PO Vasquez allegedly placed [redacted] in a chokehold for approximately 10 seconds (Allegation F: Force, [redacted] ).
