At Det. Williams' command, [redacted] exited the vehicle and placed his hands atop its roof. Det. Williams untied [redacted] outermost pants, pulled them down slightly, put his hand inside of [redacted] underwear, and allegedly began repeatedly \"groping\" [redacted] penis and testicles (Allegation D: Abuse of Authority, substantiated). Det. Williams allegedly grabbed [redacted] testicles in the palm of his hand with enough force to cause him pain for two days (Allegation E: Force, unsubstantiated). When Det. The officers did not recover any contraband from [redacted] person or his vehicle. The officers did not arrest [redacted] or issue him any summonses.
