Police Officer Kowlessar then used his Taser against [redacted] (Allegation D – Force: Nonlethal restraining device, [redacted]). Police Officer Kowlessar then forced [redacted] to the ground and handcuffed him (Allegation E – Force: Physical force, [redacted]). Police Officer Kowlessar told [redacted] \"Keep your fucking head down\" (Within Allegation C). Two unidentified FDNY EMTs and a patrol supervisor, Sergeant Robert Falcone of the 67th Precinct, responded to the location after [redacted] was handcuffed. Sergeant Falcone told [redacted] \"Get up and walk out, otherwise we're going to drag you. I'm not picking you up. Get up we're going to drag you.
