When the officers approached the vehicle, PO Wynn stated that he smelled weed, then instructed [redacted] to exit the vehicle. PO Wynn frisked (Allegation G: Abuse of Authority, [redacted]) and allegedly searched [redacted] (Allegation H: Abuse of authority, [redacted]). Sgt. Minardi had [redacted] exit the vehicle, then Sgt. Minardi, PO Manetta, and [redacted] all stood by the trunk while PO Wynne searched the vehicle (Allegations I and J: Abuse of authority, [redacted]). After PO Wynne searched the entire vehicle, [redacted] were allowed to leave the scene without any summonses. PO Wynn, Sgt.
