PO Pobega allegedly yelled, \"Turn it down, hang up that damn phone\" at [redacted] and [redacted] (Allegation A: Discourtesy, [redacted]; Allegation B: Discourtesy, [redacted]). PO Pobega allegedly threatened to arrest [redacted] for fleeing the scene of an accident (Allegation C: Abuse of Authority, [redacted]).
