Police Officers Umer, Wanzer, Correa, Weck, Colon and Torres used physical force against [redacted] and Sergeant Steven Counihan was the supervisor who later responded to the location (Allegations A: Abuse of Authority – Forcible Removal to the Hospital, [redacted] Allegations B-G: Force – Punched and Kneed, [redacted]). While attempting to place [redacted] in handcuff, Police Officer Torres and other officers used the word \"fuck\" (Allegations H and I: Discourtesy – Word, [redacted]) Sergeant Counihan from PSA 7 responded to the location. An ambulance arrived, and [redacted] was removed to the hospital. Medical records noted [redacted] did not sustain any injuries. In the hallway of [redacted] an individual, known to the investigation as [redacted] was intoxicated. Sergeant Counihan threatened [redacted] with arrest (Allegation J: Abuse of Authority Threat of Arrest, [redacted]). Sergeant Counihan made the decision to remove [redacted] to the hospital (Allegation K: Abuse of Authority – Forcible Removal to the Hospital, [redacted]).
