At approximately 1 p.m. outside of [redacted] in Manhattan, Police Officer Yuliya Porlier and Police Officer Lateef Stinson, of the 7th Precinct arrived. [redacted] was unable to file a harassment complaint against their mother's boyfriend. [redacted] PO Stinson threatened to issue [redacted] a summons and threatened to arrest [redacted] (Allegations A and B: Abuse of Authority, [redacted]). When [redacted] began to argue with PO Stinson about the threat of arrest and threat of summons, PO Stinson then spoke discourteously and made offensive remarks to [redacted] PO Stinson allegedly stated, \"Aww baby,' 'Hey sweet cheeks,' 'You're crying?' 'Are you upset?' 'I'm not going to help you sweetheart,' 'Kiss me,' and 'Kiss my ass,\" all statements which [redacted] perceived to have the intent to demean and victimize a female-identified person, as if they were a \"little girl\" and meant to feel ignored (Allegation C: Discourtesy, [redacted]; Allegation D: Offensive Language, [redacted]).\n\nAs [redacted] was unable to file a harassment report with PO Porlier and PO Stinson, they then went to the 7th Precinct stationhouse on the same day at approximately 1:30 p.m., where they allegedly spoke with Police Officer Adam Quiles.
