Lou told [redacted] he needed to provide his license and registration. [redacted] argued with Sgt. Lou and then provided his identification. Sgt. Lou told [redacted] that he could not record at a vehicle checkpoint (Allegation C: Abuse of Authority, [redacted]). PO Mas then gave [redacted] his business card, Sgt.
