Sergeant Nocerino and Officer Dandraia began were searching for the perpetrator of a robbery. Officers arrested [redacted] for disorderly conduct, and a crowd gathered to protest his arrest. Included in the crowd were [redacted] and an unidentified male wearing a multicolored jacket and red boots. Sergeant Nocerino told the unidentified male, \"Get the fuck out of here\" (Allegation A: Discourtesy, [redacted]. Sergeant Nocerino pointed his conducted energy weapon (CEW) at [redacted] (Allegation B: Abuse of Authority, [redacted]) (Allegation C: Abuse of Authority, [redacted]. Sergeant Nocerino pushed [redacted] against a car (Allegation D: Force, [redacted]. Sergeant Nocerino held [redacted] by the neck (Allegation E: Force, [redacted]). Sergeant Nocerino pushed [redacted] face-first against the vehicle , causing [redacted]s face to strike the vehicle, resulting in an injury to [redacted]s mouth (Allegation D, continued). Sergeant Nocerino said, \"I should've fucking killed you\" (Allegation F: Discourtesy, [redacted] (Allegation G: Abuse of Authority, [redacted].\n\nSergeant Nocerino and Officer Dandraia handcuffed [redacted] and walked him to a police vehicle. Sergeant Nocerino pushed [redacted] into a sitting position on the sidewalk (Allegation H: Force, [redacted]. PO Dandraia grabbed [redacted] in the area between his throat and collar bone, pushed [redacted] onto his side, and held [redacted]s head against the ground (Allegation I: Force, [redacted]. While he pushed [redacted] onto the ground, PO Dandraia put his hand onto [redacted]s neck and applied pressure (Allegation J: Force, [redacted].
