[redacted] sat in the front passenger seat, with no additional occupants. Police Officer Ibrahim Adam and Police Officer Abir Noor of PSA 2 stopped [redacted]'s vehicle with lights and sirens. The officers made their approach and PO Noor asked [redacted] for his ID for driving inside the courtyard. [redacted] presented his ID to PO Noor. The officers informed [redacted] that they observed him without a seatbelt in a moving vehicle. The officers asked [redacted] for his ID multiple times for the issuance of a summons, and each time, [redacted] refused. PO Adam opened the front passenger side door and PO Noor threatened to arrest [redacted] (Allegation A: Abuse of Authority, [redacted]). PO Adam and PO Noor pulled [redacted] out of the vehicle by his jeans and on to the ground (Allegation B: Force, [redacted], and Allegation C: Force. [redacted]).
