Approximately 30 protestors gathered on the sidewalk to provide \"jail support\" and moral support for the arrestees who were brought to the facility for processing. Among the protestors were [redacted] and [redacted] and [redacted] were also witnesses who participated in the protest. Officers in regular uniform (an unknown precinct), a Strategic Response Group (SRG) Mobile Force, Counterterrorism Unit, and NYPD Legal Bureau responded to the area. NYPD Central Command called Deputy Inspector Jason Harrell of Counterterrorism Unit to lead and coordinate the officers at the location. The protestors chanted and occasionally walked back and forth to the fence at 1 Police Plaza across the street from the sidewalk.\n\nDuring these interactions, an unidentified officer in regular uniform approached [redacted] conversed with her and at one point, allegedly called her a \"bitch,\" (Allegations A-B: Discourtesy, Offensive Language, [redacted]). During that time, several officers told the protestors to leave the area on Pearl Street or they would be arrested (Allegation C-E: Abuse of Authority, [redacted]). Once DI Harrell received advice from the NYPD Legal Bureau, he instructed officers to move the protestors. The officers all coalesced at the north end of Pearl Street and began to march toward the protestors, telling them to go southward onto Madison Street where another group of protestors had formed behind a line of police barricades at the intersection. The officers allegedly shouted such phrases as \"Get out of the way! Get off the sidewalk. Fucking move! Back the fuck up!\" and words like, \"asshole\" and \"pieces of shit\" in reference to the protestors (Allegation F-H: Discourtesy, [redacted]).
