The 911 caller, who was also the landlord of the house, told the 911 operator that [redacted], his downstairs tenant, had sprayed him in the eyes with an unknown chemical. He did not request medical attention. All four officers then went downstairs to speak with [redacted].\n\nPO Dunn knocked on the door to [redacted]'s apartment, who told the officers to leave. After a few minutes, PO Dunn attempted to open [redacted]'s door and found it to be locked. PO Dunn and PO Walter said that they needed [redacted] to open her door to \"visually see\" that she was unhurt. In the process of opening her door, the chain lock was damaged (Allegation A: Abuse of Authority – Property damage, [redacted]). [redacted]'s door was opened which gave PO Dunn access to see inside of [redacted]'s apartment (Allegation B: Abuse of Authority: Search of premises, [redacted]). After determining that [redacted] was unhurt, PO Dunn left without providing a business card (Allegations C: Abuse of Authority: Failure to provide RTKA card, [redacted]).\n\nAt approximately 7:45 p.m. on the same evening, [redacted] went to the 103rd Precinct stationhouse to file a complaint on PO Dunn and PO Walter. PO Ragonesi, also of the 103rd Precinct, allegedly told her that she had no reasonable complaint to file (Allegation D: Abuse of Authority - Refusal to process civilian complaint, [redacted]).\n\nNo summons was issued, and no arrest was made.","witness_officers":[{"last_name":"Alvarez","first_name":"Reinaldo","officer_id":"CYCB"},{"last_name":"Doran","first_name":"Matthew","officer_id":"L8B5"},{"last_name":"Drelich","first_name":"Daniel","officer_id":"QS87"},{"last_name":"Walter","first_name":"Lance","officer_id":"PTFH"}],"id":202008469,"url":"https://www.50-a.org/complaint/202008469"}
