Daniel Guida, all of the 71st Precinct, pulled up next to [redacted] vehicle in theirs and stopped [redacted] vehicle (Allegation A: Abuse of Authority, [redacted]). The officers ordered [redacted] and [redacted] to exit the vehicle, and once they did so, officers frisked and searched them (Allegations B, C, D, and E: Abuse of Authority, [redacted]). The officers walked [redacted] and [redacted] to the rear of the vehicle, and PO Radoncic searched the vehicle (Allegation F: Abuse of Authority, [redacted]). At the rear of the vehicle, Lt. Guida asked [redacted] for his name several times, and [redacted] did not provide it. Lt. Guida and PO Smith then began to place [redacted] in handcuffs, during which Lt. Guida allegedly stepped on [redacted] shoes (Allegation G: Discourtesy, [redacted] Allegation H: Force, [redacted]). Several other officers joined the handcuffing process, and officers, including Lt. Guida, allegedly twisted [redacted] wrists, and pushed him against the rear of the vehicle, which restricted his breathing (Allegations I and J: Force, [redacted] Allegation K: Force, [redacted]).
