PO Williams asked [redacted] why he continued to return to the location when he knew there was an ongoing issue between himself and [redacted]. PO Williams said to [redacted], \"To me, that's a little psychotic\" (Allegation A: Offensive Language, [redacted]) (Allegation B: Discourtesy, [redacted]).\n\n[redacted] testified (Board Review 02) that on May 04, 2021, at approximately 08:55 a.m., [redacted] walked past [redacted] who was sitting on the stoop of his residence located at [redacted] Street in Queens, to access [redacted] vehicle that was parked on the public street in front of [redacted] house. For one month prior to the date of this incident, officers had instructed [redacted] not to go to the incident location. [redacted] and [redacted] have an ongoing contentious relationship as neighbors, and they have engaged in numerous disputes with each other over the past ten years. [redacted] often calls the police on [redacted] and states that [redacted] suffers from bipolar disorder. When [redacted] walked past [redacted], [redacted] threatened, cursed at, and yelled at [redacted] that the area on which [redacted] stood was his property. [redacted] called the police and when PO Williams and PO Bacarella arrived, PO Williams asked [redacted] if he took any psychiatric medications. [redacted] told the officers to leave and not speak to him if they were going to ask about his psychiatric medication.
