[redacted] pushed his cousin towards a nearby metal fence and held him against it with his body. PO Huggins allegedly tried to grab [redacted] wrist, but [redacted] pulled it away and they began to argue and swear at each other (Allegation B: Discourtesy, Misc. – Subject Suspended without Pay). PO Huggins, PO Salazar, and Sgt. Ramos grabbed [redacted] and forcefully pulled him away from the fence he was holding to handcuff him (Allegation C-E: Force, Exonerated). While PO Huggins, PO Salazar and Sgt. Ramos attempted to handcuff [redacted] PO Peloso punched [redacted] in the face (Allegation F: Force, Substantiated). This caused [redacted] to fall to the ground where he sustained cuts and bruises on his face.
