While issuing verbal commands to stop, PO De La Rosa, PO Rodriguez, and Lt. Brovakos pointed their guns at [redacted] (Allegations B-D: Force, [redacted]) PO De La Rosa, PO Rodriguez, and PO Zahid broke the windows of the car (Allegations E-G: Abuse of Authority, [redacted]). PO Zahid told [redacted] to get out of the \"fucking\" car (Allegation H: Discourtesy, [redacted]). Lt. Brovakos threatened to use pepper spray and mace against [redacted] (Allegations I: Abuse of Authority, [redacted]) and PO Zahid, PO De La Rosa, PO Rodriguez, and Lt.
