Lt. Timothy Brovakos of the 71st Precinct and an unknown officer exited the vehicle and approached [redacted] (Allegation A: Abuse of Authority - [redacted]). Lt. Brovakos began frisking [redacted] touching his torso, legs, and ankles (Allegation B: Abuse of Authority - [redacted]). Nothing was recovered from [redacted]'s person. Lt. Brovakos and the unknown officer then reentered their police vehicle and left the incident location, without providing [redacted] with their business cards (Allegation C: Abuse of Authority - [redacted]). No arrests or summons were issued. The investigation was unable to determine Lt. Brovakos' partner, who assisted in stopping [redacted] and who did not provide a business card at the conclusion of the incident (Allegations D and E: Abuse of Authority - [redacted]). Approximately 30 seconds after being stopped by Lt.
